He has played key roles in designing and executing major projects such as Nathpa Jhakri (1500 MW), Rampur (412 MW), and Arun-III (900 MW), pioneering advanced tunneling and stabilization techniques. As Director (Civil) at SJVN Ltd. (2019–2023), he led planning, execution, and contract management while securing environmental clearances and investment approvals. Previously, as CMD of HSL & SSL (2015–2019), he expanded business operations and revived dry mining of rock salt. His expertise extends to contract negotiations, dispute resolution, and implementing Pumped Storage Hydro-electric Plants. An academic contributor, he has lectured at NIT Kurukshetra, published research papers, and worked on earthquake engineering and alternate building materials. His leadership has expedited critical hydropower projects, secured approvals, and resolved complex contractual disputes.
Surinder Kumar Gupta served as the Chairman and Managing Director (CMD) of MSTC Limited from December 17, 2019, until his retirement on December 31, 2023. Prior to joining MSTC, he was the Executive Director (Other Units) in the Indian Railway Stores Service (IRSS), bringing with him 31 years of experience in materials management and global procurement within the Indian Railways. Gupta holds a Bachelor of Engineering degree from the National Institute of Technology (NIT), Kurukshetra, and also served as a lecturer there for two years before his tenure with the Indian Railways. During his leadership at MSTC, the company expanded its e-commerce services, particularly in e-auctioning agricultural commodities and initiating eco-friendly recycling of end-of-life vehicles.
